The experts disagreed on whether frontier AI will stay concentrated among a few actors or spread to many states and companies, but they largely agreed on one concern: governance is not keeping pace. More than 80% expect AI governance to remain fragmented, only 5% think domestic institutions will keep up, and many expect frontier AI labs to gain more leverage relative to governments.
